The money doesn’t end up at the States. It is passed on through grants to NGOs. Many of them “non-profit”. This does not mean that those running the non-profit companies don’t get filthy rich. The company just doesn’t hold any money over from year to year. Any surplus cash is distributed as the director sees fit. It would be most illuminating to see what the States are buying with this money. What services are contracted and what has been delivered. My guess is it is nothing more than graft. Think “Solynra”. I’m sure I misspelled it. The Obama admin paid them millions to produce solar cells in Texas. No factory built. Not a single solar cell produced. Millions of dollars were funneled to the DNC. I suspect this is more of the same.
