This, is confirmation that yes, they are modifying the weather, and what they have been doing for decades. “The National Weather Modification Act of 1976”.
A look at the appendices of this document clearly indicate that this was a global effort with other countries, but also the various states had agreements in place as well. (More on that in another post)
Read through this document. This is something that everyone needs to know. They have been cloud seeding since 1946! The technology has existed for nearly 80 years.
What have they done with this? What horrible things have happened due to the military, state programs, universities, and the federal government playing with our weather??

It has been going on for even longer than the 40s. Look up Charles Hatfield ,The “Rainmaker”, he caused a flood in 1916 in CA with his cloud seeding technology. They had to admit in TX back in 2018/19 that their cloud seeding caused flooding that damaged farm crops. The ‘conspiracy’ of weather modification has a lot of paper trails.
